Danylo Molchanov

Danylo Molchanov is an expert in digitizing public services, implementing digital government reforms, and ensuring system interoperability, with over 15 years of experience overseeing complex e-governance projects. Under Mr. Molchanov’s leadership, more than 20 digital governance projects have been successfully implemented in Ukraine, including the launch of Diia, the e-construction reform, the certification of seafarers, the eRecovery program, digital tools for tracking losses, the eQueue system, and the advancement of the Prozorro public e-procurement system, among others.

Since 2023, Mr. Molchnov has been appointed Chief of Party for the international technical assistance program, Digital Transformation Activity, which focuses on digitizing processes for economic recovery, transparent reconstruction, and good governance. Previously, he worked with the USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) Activity starting in 2016, eventually becoming its head in 2021. Within TAPAS, several significant digital anti-corruption initiatives were implemented to improve the public procurement system, develop electronic services, and enhance access to open data.
From 2005 to 2015, he held the position of Deputy Head of the Regional Information and Analytical Center, focusing on the digitization of the Odesa region. His work included initiatives in telemedicine, electronic document management, video conferencing, IP telephony, digital services, and the development of modern Administrative Services Centers.
