Oksana Ferchuk was appointed Deputy Minister of Defence of Ukraine for Digitalisation on July 25, 2025. Her mission is to equip the defence sector with digital solutions that are effective, transparent, and convenient for the military, thereby strengthening the resilience and capabilities of the Armed Forces.
She has extensive experience in transforming public and private services, including over 25 years in leadership roles across telecommunications, media, logistics, and digital services.
From 1998 to 2005, she worked at Ukrainian Mobile Communications, holding several management positions. In 2006β2007, she served as Marketing and Sales Director at Telesystems of Ukraine. From 2008 to 2016, she held senior positions at Vision TV LLC, where she launched Viasat satellite television in Ukraine and the pay-TV service at Kyivstar.
From 2016 to 2021, she was a top executive in leading logistics and product services: Director of Nova Poshta Group and Director of the public procurement e-platform Zakupki.Prom.ua. As a project lead, she launched and developed the electronic document management service Vchasno. In 2021β2022, she headed the postal operator Justin.
Since 2022, she has served as an advisor in the Patronage Service of the Minister of Defence of Ukraine. She coordinated the implementation of the LOGFAS logistics system and the launch of the international cooperation platform Korovai. She also oversaw the introduction of the Armed Forces Medical Information System and an SAP-based logistics management system.
