Oleksii Dorogan is the CEO of the Better Regulation Delivery Office (BRDO), an expert in digital transformation, public governance, and deregulation.
BRDO is an independent analytical think tank with over a hundred experts working in the fields of economics, law, public administration, sectoral regulation, and defense policy. Under Oleksii’s leadership, the BRDO team develops digital solutions for the state, contributes to the design of reforms, and helps implement transparent rules — from business development to strengthening national defense capabilities.
With the start of the full-scale war, BRDO focused its digital transformation experience on the security and defense sector. In cooperation with the Ministry of Defence of Ukraine, the center works to simplify and make key processes for military personnel and reservists more accessible online. BRDO contributed to the development of the Army+ and Reserve+ applications, the implementation of the Unified State Register of Military Personnel using Military ID, assisted teams developing the Delta situational awareness system and the Avengers artificial intelligence platform, etc.
BRDO’s activities are supported by international partners. The total estimated economic impact of BRDO initiatives exceeds 2 billion euros.
