Bio

Maggie McDonough is Chief Innovation Officer and Senior Vice President at the Baltimore Development Corporation (BDC) and Executive Director of the Emerging Technology Center (ETC), Baltimore’s flagship innovation and venture development organization. With more than 20 years of global economic development experience, she has built and scaled innovation ecosystems, venture creation programs, and technology commercialization initiatives across North America, Europe, the Middle East, and Africa. 

At BDC and ETC, Maggie leads efforts to grow Baltimore’s innovation economy through venture development, startup ecosystem building, investment attraction, and commercialization of emerging technologies. She is currently overseeing the launch of a new venture studio model designed to accelerate high-growth companies in sectors including cybersecurity, life sciences, advanced manufacturing, artificial intelligence, and dual-use technologies. Prior to joining BDC, Maggie held senior leadership positions at the Purdue University Applied Research Institute and CRDF Global, where she managed large-scale technology and innovation portfolios spanning entrepreneurship, workforce development, research commercialization, and ecosystem strengthening. Throughout her career, she has worked at the intersection of government, academia, industry, investors, and startups to translate innovation into economic growth and investment opportunities. 

Maggie is particularly active in building international innovation partnerships and helping global founders, investors, and technology companies access U.S. markets through Baltimore’s growing innovation ecosystem.
