From September 2023 to July 2025, Kateryna Chernohorenko served as Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation and Digitalisation.
During her tenure:
– Launched the Reserve+ app for conscripts, which provides a digital military ID, deferment requests, medical board referrals, and military vacancies.
– Introduced the Army+ app for service members, offering electronic reports, training resources, surveys, and discounts from major businesses through the Pluses programme.
– Scaled up the DELTA battlefield management system across all Defence Forces. DELTA also achieved certification under NATO standards.
– Established the Drone Coalition with international partners, strengthening the combat capabilities of the Armed Forces.
Before joining the Ministry of Defence, Kateryna worked at the Ministry of Digital Transformation, where she helped to launch the digital sick note, the eBaby service, and the COVID certificate.
In summer 2022, she became head of the Army of Drones project, which procured UAVs for the military, trained drone operators, and supported Ukrainian companies in the UAV sector.
